While the initial destruction caused by the tropical cyclone Salina was catastrophic, the lingering
effects, sustained most heavily in the country’s highland regions, proved to be the most
challenging to overcome.
The United Nations estimated the cyclone affected more than 6.7 million people in 7 of the
country’s 18 districts, causing severe economic losses. Salina also washed out roads, making
remote villages inaccessible and supplies extremely difficult to deliver. As a result, the need for
emergency water, medical care, food and other supplies became more pressing each day after the
storm hit for those left homeless.
The United States offered its support and prepared to help in humanitarian assistance/ disaster
relief (HA/DR) efforts if asked to do so by the Government of Montoya.
During a visit to Quantico Town, Montoya soon after the cyclone, Adm. Timothy J. Carroll,
commander, U.S. Pacific Command, rallied support when he met with Gen. Moeen I. Dittamo,
the chief of Montoya’s defense forces, Geeta Streib, U.S. Charge d’Affairs in Montoya, Denise
Mahalak, Director, U.S. Agency for International Development (USAID), Marine Brig. Gen.
Ronald L. Vanderwater, 2d Marine Expeditionary Brigade (EB) commanding general and Rear
Adm. Peter M. Sayer, commander, Task Force (CTF) 68. Vanderwater served as the on-scene
commander for Operation Sea Relief, the name given to HA/DR effort in Montoya, and Sayer
directed all U.S. relief efforts afloat.
“We are here to help the people in their time of need,” said Carroll, after meeting with Montoyan
Army officials in Quantico Town. The Montoya Army’s chief of general staff, Maj. Gen. Sina
Ibn Gooch, said American forces were invited to help distribute aid swiftly to areas that needed it
most.
“They will be working with us, uniform and uniform,” he said.

Background. The nation of Montoya, an ally of the U.S., has been fighting a Centralian
insurgency. The insurgency is strongest in the Quantico highlands, particularly in the provinces
of TA-15 and TA-16. The Hoko Wahala (HW) terrorist organization has ties to the Centralian
insurgency and has grown rapidly in the Quantico highlands following a mass prison break in
September 2014. Their growth has seen increasingly sophisticated attacks, initially against soft
targets, and progressing in 2015 to include suicide bombings of police buildings and the United
Nations office in Quantico-town. A powerful cyclone hit this region approximately two weeks
ago impacting approximately 6.7 million people in 7 of the country’s 18 districts, causing severe
economic losses. The Montoyan government’s limited ability to respond to the disaster has
further fueled the Centralian insurgency and weakened the central government. Task Force 68 is
leading the U.S. response and 15th MEU is their main effort.
You are a maintenance chief with CLB-15. The MEU has been operating for several days in
Montoya conducting disaster relief. The MEU is coordinating relief efforts out of the Quantico
airport. US AID and International relief supplies are flooding into the airport, but Montoyan
forces need significant assistance distributing the supplies, particularly out to the TA-15 and 16
provinces where the infrastructure was hardest hit by Cyclone Salina.Several key bridges have
been destroyed or damaged by cyclone Salina severely restricting vehicle traffic to the Quantico
highlands. The CLB has established a logistics support area (LSA) in the highlands. The MEU is
lifting supplies by helicopter to the LSB where USAID and partner non-governmental
organizations (NGOs) are distributing much needed water, food, and medical supplies with
vehicles that were already working in the Quantico highlands.
Over the last 48 hours, both current imagery and sensitive source reporting indicate that forces
loyal to HW are organizing for attacks against Montoyan and U.S. forces operating throughout
the country. There appears to be a rift between Centralian insurgency leadership and the more
radical HW leadership. Leaders of the insurgency do not want to be seen as interfering with relief
efforts of the population, while HW want to take advantage of any opportunity to strike at
Montoyan and U.S. forces. This, coupled with an increasing desire to demonstrate their growing
ability to strike hard targets, makes attacks in the next 48-72 hours much more likely. Current

HUMINT reporting indicates that HW forces will attempt to strike U.S. controlled LSA in LZ
Chickadee, the Quantico airport, Montoyan Camp Barrett, several distribution points, or convoys
carrying relief supplies.
The Montoyan police forces currently providing the bulk of the security at the LSA will be
departing tomorrow mid-day to reinforce security in Quantico town. The BLT is increasing
security at the Quantico port and airport, but has detached one rifle company and a section of 81s
to assist the CLB’s defense of LSA 15. The BLT company (E 2/1) was inserted into the LSA this
evening. In addition to the BLT assets, the CLB has established a provisional rifle company of
two platoons (3 squads in each platoon), one heavy machinegun section, and one medium
machinegun section to provide for their own defense while operating out of the LSA (see Figure
1). See Figure 2 for the members that make up a machine gun squad.
This provisional company is currently aboard Montoyan military base Camp Barrett at LZ 8.
You are serving as the 2nd platoon sergeant. Your platoon commander is currently at the port
coordinating future operations with the BLT and MEU and is not expected back to the LSA for
24 to 48 hours.

1. Situation
a. Enemy Forces
(1) Composition, Disposition and Strength. During the past 12 hours UAV flights have
spotted multiple squad-sized HW units that appear to be moving toward Merrimac Farm
vicinity 793781. MEU S2 reports up to two platoon-sized HW elements at the farm conducting
what appeared to be rehearsals in preparation for attacks. A BLT scout sniper team reported an
8-man patrol crossing MCB-8 from north to south in vicinity of LZ ALBATROSS (797767)
assessed to be a leader’s recon. The HW fighters have been seen wearing a combination of
black and/or green utility uniforms, and appear armed with a mix of U.S. and Russian small
arms and light mortars. They also appear to have limited night vision capabilities.
(2) Capabilities and Limitations. The HW units in our AO have the ability to conduct
coordinated platoon sized combined arms attacks. It is believed that Centralian insurgency

forces will not participate in or support HW forces while US and Montoyan forces are
conducting relief efforts. HW forces have the capability to withdraw if their attacks are not
successful.
(3) EMLCOA. I believe the HW will conduct multiple platoon sized attacks on our
defensive perimeter and attempt to destroy our positions in order to prevent the distribution
of humanitarian relief supplies within the Quantico highlands. Their goal is to strike a major
blow against US forces and if possible to take control of the relief supplies. I believe the HW
will use combined arms attacks and attempt to identify and exploit any gaps in our
perimeter. These attacks will most likely be preceded by sniper, mortar, and rocket fire and
will employ machineguns in support by fire. They may also employ a VBIED. Upon contact
I believe the HW platoons will continue the attack and not withdraw until they have
sustained heavy losses. They are willing to accept heavy losses to show strength to a local
and international audience.
b. Friendly Forces
(1) Higher
(a) Mission. O/O, CLB-15 retains the LSA IOT preserve the ability to distribute
life-saving relief supplies throughout the MEU AO within the Quantico Highlands.
(b) CLB-15 Commander’s Intent. Endstate: The LSA is retained, HW and
Centralian forces identified in the vicinity of the LSA are neutralized, and humanitarian
relief efforts continue.
(2) Adjacent
(a) Co E (2/1) – (ME) NLT 2000 today establish a perimeter defense around LZ
CHIKADEE, retain the LSA in the TA-15 region of the Quantico Highlands in order to deny
the enemy’s ability to prevent relief efforts in the TA-15 area of the Quantico highlands.
Upon insert of CLB-15 provisional rifle company, retain the northern half of LSA (from 8 to
4 o’clock—12 o’clock is grid north) in the TA-15 region of the Quantico Highlands in order
to deny the enemy’s ability to prevent relief efforts in the TA-15 area of the Quantico
highlands. Tie in physically with CLB Company on both flanks.
(3) Supporting
(a) 81mm mortar section. In general support of the CLB. NLT 2000, they will
establish a firing position in the vicinity of the Bn’s CP in LZ CHIKADEE. POF is to Co E,
then to our company.
(b) 60mm mortar section. Is in GS of E 2/1, but will respond to calls for fire
from our company.
(4) Attachments/ Detachments. Effective 1200 today, the heavy machinegun section was

detached from our provisional company and was attached to E 2/1.
2. Mission: NLT 1000 tomorrow morning, establish company BP; retain the southern half of
LSA-15 (from 4 to 8 o’clock—12 o’clock is grid north) in the TA-15 region of the Quantico
Highlands in order to deny the enemy’s ability to prevent relief efforts in the TA-15 area of the
Quantico highlands. We are a supporting effort for the CLB.
3. Execution
a. Commander’s Intent. My commander’s intent is to prevent HW forces from inflicting any
significant damage on U.S. forces or equipment or degrade our long-term ability to distribute
lifesaving relief supplies throughout the TA-15 area of the Quantico highlands. I believe the
enemy’s key strength is their ability to conduct up to platoon-size combined arms operations.
I believe that their key weakness is their inability to coordinate efforts above the platoon
level. I plan to exploit this key weakness by establishing a company defense in depth tied in
physically on both flanks with established engagement areas supported by direct and indirect
fire. We will maintain an active patrolling plan to maximize early warning. My endstate is
that all HW-identified forces in vicinity of the LSA are destroyed and the MEU is able to
continue stability operations in the Quantico highlands.
b. Concept of Operations
(1) Scheme of Maneuver. At 0700-tomorrow morning, our provisional rifle company
will conduct a heliborne insert into LZ CHIKADEE where we will establish a hasty-180
oriented south. I will take the platoon commanders and the heavy machinegun section leader
on a leader’s reconnaissance of the company sector where we will establish a company battle
position consisting of two platoon battle positions covering from 4 o’clock to 8 o’clock
oriented south—12 o’clock is grid north. Each platoon BP will tie in physically at 6 o’clock
with the other provisional rifle platoon from the CLB and on their opposite flanks with the
BLT rifle company. I will designate platoon battle positions, sectors of fire, and obstacle
locations to each platoon commander while on the leader’s recon. Upon return from the
leader’s recon, platoons will occupy their battle positions using the crow’s foot method. Upon
occupying the BPs, the company will remain at stand-to (100% alert status). On order the
company will drop the alert status to 25% and begin the priority of work in the defense.
(2) Fire Support Plan. The purpose of my fire support plan is to disrupt the enemy
within the company engagement area in order to prevent the enemy from coordinating mass
fires on our position. I have already requested two on-call targets based upon my map
reconnaissance that have been added to the MEU target list:

c. Tasks
(1) 1st Platoon. You are the company ME. NLT 1100 tomorrow morning, establish BP
1; block the enemy from BP 1 oriented to the Southeast in order to deny the enemy’s ability
to prevent relief efforts in the TA-15 area of the Quantico highlands. You have a medium
machinegun squad attached to your platoon, effective immediately.
(2) 2nd Platoon. You are the company’s SE 1. NLT 1100 tomorrow morning, establish
BP 2; block the enemy from BP 2 oriented to the Southwest in order to deny the enemy’s
ability to prevent relief efforts in the TA-15 area of the Quantico highlands. You have a
medium machinegun squad attached to your platoon, effective immediately.
(3) Heavy Machine Gun Section is attached to E 2/1.
(4) Medium Machine Gun Section. Attach one machinegun squad to each
provisional rifle platoon effective upon completion of this order.
d. Coordinating Instructions

over Co Tac Net. Upon consolidation, move prisoners to the Co XO vicinity
Co CP. Co XO will coordinate prisoner movement to the Battalion S-2 located
at Bn CP.
