Research Proposal Instructions
(this is worth 5% of your final grade, so put some effort into it)
Write a short summary of the moral or ethical issue that you have decided to investigate for the
purpose of a formal research paper and presentation. Remember, this preferably needs to be
related to your major and/or chosen career path.
1. Introduce the topic or issue, and state the main question at hand. If you have a thesis
already, include it here.
The topic that will be talking about for my final research paper is police brutality and
corruption. The issue of police brutality and corruption is not something new. This is an issue
that has been going on for decades. There have been many cases of cops using excessive force or
using underhanded means to get arrested. The issue of police brutality and the increasing use
of excessive force being used is a huge ethical problem that needs to be fixed.
The idea law enforcement is something that has been around for thousands of years.
Every civilization has some form of law enforcement to uphold the law should it be broken. As
time moves forward this idea of law enforcement has changed to adapt to the times. Today we
have thousands of armed uniformed police officers all over the country trying to protect people
and make the places that they live safe for everyone. Unfortunately today the police have been
making choices that have led to the deaths of innocent civilians. As a police office they are
allowed the power to use a level of force greater than the amount of force then what is being
against them. What this means is that should I punch an officer. They have full right to taser me.
They do not need to have a fist fight with me. The reason that they are allowed to use a level
force greater than what is happening around them is so that they can stay in control of the
situation.
By staying in control of the situation they can hopefully stop it from escalating to a point
where they will be required to use deadly force. That is what police officers are supposed to do.
In recent years officers have been choosing to use force that is not appropriate for the situation
that they are in. This choice to use excessive force has been a huge issue all over the country and
in other parts of the world.
There have been multiple cases of officers shooting unarmed civilians all over the
country. This issue is something that has not been getting better, but pretty much been staying
the same for the last fifty some odd years. The government has been trying to pass laws to fix
this and trying to better educate the office on how to handle situations better. The problem here is
not some big issue that can be fixed instantly, but many smaller issues that need to be addressed
little by little. The law enforcement here in american is not something that needs massive reform,
but changes need to be made to make sure that more of these incidents don’t happen.
2.
Create a preliminary outline (remember, it’s for a 15-20 page paper).
● Argument 1
○
Police brutality and excessive use of force are happening more often than
they did in the past.
● Objection 1
○ According to data collected by law offices. The number of cases involving
police brutality or excessive use of force has stayed the same for the past
50 years
● Argument 2
○ Police officers are trained so that cases involving police brutality and
excessive force will happen less.
● Objection 2
○ While police officers are now being trained on how to handle these
situations better. There are many cases in which officer who do not
measure up to police standards are still given a badge, a gun, an put on the
street with inadequate training.
● Argument 3
○ Police officers who have committed acts of violence will face charges for
what they did.
● Objection 3
○ Not all cases of police brutality/excessive force end in the office getting
arrested or facing charges. There are plenty of cases where the office was
in the right for using excessive force.
● Argument 4
○ Why do the office use force and not try and talk the person down.
● Objection 4
○ In nearly all cases of police brutality/ excessive force the office has tried
to talk to the person. More often than not the person doesn’t listen and
does something that the officers were not expecting
● Argument 5
○ What are the rules in regards to the use of excessive force?
● Objection 5
○ The rules regarding excessive force are vague do to the fact that being a
cop can be unpredictable. However each police department has different
views on what is considered excessive force.
3. Add a reference list of 10 sources that you have found that mainly or primarily address the
issue. These should be peer-reviewed and of a scholarly nature.
